A muscle that feels hard is a result of muscle flexion. When a muscle is flexed, or more generally, is forced to work, its texture becomes less pliable (more hard). This can be accomplished for short periods of time by creating tension on a muscle by putting a weight load on it or by flexing the muscle using the conjugate muscle to create that tension.

Muscle tone is an involuntary continuous tension that a muscle has when it experiences strenuous activity over a prolonged period of time. This can make a muscle feel like it is at least partially flexed all the time, even when the muscle's owner isn't consciously doing anything to flex it. Hard, toned muscles are often considered a positive indicator of physical muscular fitness.
