definitely not legally, you can't force them to do anything really and why would you want to. You should wait until she is ready to take the Birth Control and just make her aware that when she feels she is ready that you will be open and accepting to the idea and will get her a doctors appointment as soon as possible. If you explain to her that she should have no problems coming to you about the topic than when she feels that she needs the birth control she will be comfortable enough to go to you about it and get the protection, knowing you won't freak out. If you are really concerned she is having sex but she refuses to go on the pill what I would do is buy a box of condoms and put them in her room where she can see them, she may be angry for a little while but if she is having sex she will use them, better to have her angry than pregnant. Birth control pills/patches have hormones in them and are not good for ANYONE! It has been linked to Breast cancer, blood clots and heart disorders (even though this may not appear until later in life for some.) If your doctor poo-poos this theory then ask him/her why there is a label on it that says women should not smoke while using this product and why young women that have been using the birth control pill can get anxiety issues further down the road, or, get discoloration on particularly the facial skin ... brown spots! Do your research and please don't be so quick to pop a pill or put a patch on your teen. The best you can do is be sure your teen is well educated regarding sex right down to sexually transmitted diseases. If you are embarrassed to discuss this or you don't feel your teen will listen to you then print it off of the internet or bring up the Internet and let your teen read off the computer. Other than that all you can do is pray and hope you have instilled some guidance in your teen. Good luck
