It depends on your definition of 'amorous'. The mere kiss as an expression of love is first described in the Veda scriptures in ancient India some 3,500 years ago, so some ancient Indian population group first came up with it, probably already some 4,000 years ago.

Should you mean the French kiss with tongue and all, it got its moniker 'French' in the early 20th century because of the enduring English habit to ascribe all things sexual they saw as kinky or perverted at the time to the French. But before that, it was called the 'Fiorentine kiss' which indicates that the people of Florence, Italy apparently were seen as its inventors - although it is very probable that many before them had already experienced it, if only by accident.
