I spoke with Bank of America and they told me that their branch will be open for normal hours on 12/31/2010 in the US. They will be closed on Saturday, January 1, 2011 in observance of New Year's Day.

I got the following information from E-Trade about the stock market, and banks usually follow them:

"In observance of the New Years holiday, the bond market will close early at 2:00 P.M. EST on Friday, December 31, 2010. The Stock Market will be open and operate as a regular trading day on Friday, December 31, 2010."

So as far as I can tell they will be. There could be some local credit unions that choose to close but in general it looks like it is not a holiday for the banks in the US.
