That's the monogram of Frank Gasparro, who designed the coin. His initials are also to the right of the Lincoln Memorial on the cent.
All U.S. coins now carry their designers' monogram somewhere, but they can be difficult to find and even harder to interpret. They are also sometimes confused with mint marks, which mixes things up even more.

The US didn't print any $2 bills dated 1974. The closest dates are 1976 and 1963. In any case $2 bills dated 1976 and later are only worth face value, and even those from 1963 are only worth a dollar or so extra
