There is no easy answer to this brewing problem. I assume you are talking about people, not birds. The easiest solution is the one that costs the least money, and retains the dignity and respect that every human deserves. Fortunately, the two are the same in this instance. To determine this we must examine some of the proposed Immigration policies. The least-favored, and most expensive, would be to round up all undocumented residents and send them back to their countries of origin. The costs of sending an army of government agents on missions to root out and uncover the work places, residences, and businesses owned by illegal residents would be staggering. Then the process of getting everyone back to where they came from will add billions more to the bill. After the 12 million or more illegal immigrants have been dealt with, another 12 million are already moving in to take their place. We have lots of jobs here to be done that are dirty, smelly and labor-intensive. At the wages offered for these jobs, few takers are available. Unless you count immigrant labor, which has an abundance of them. Many industries claim they would have to close up tomorrow if all the suspect immigrant laborers were removed at once. To keep America vital and productive, it seems we have no choice but to depend on the work of undocumented aliens. The logical approach, then, would be to grant them conditional resident status, under which they would pay taxes and Social Security Insurance. They would be required to learn and speak English within a certain amount of time, and to adhere to all the laws and regulations of the local, state and federal governments. At the end of seven years they would be eligible to apply for citizenship like any other immigrant. Some variations on this proposal include requiring aliens to complete high school or obtain a GED, but since this isn't required of natural born or naturalized citizens, this requirement may be struck down as being unconstitutional. In the long run, the solution is to keep them here (12 million out of 380 million = less than 3% of the population) and let them contribute to our society rather than languishing in poverty, and not being able to get any job at all.
This may be construed as an opinion more than an answer to your question. But I have taken the logical approach to the problem, and looked for the most efficient, inexpensive and humane solution available.
