There are many different recipe website on the internet that have chili bean recipes that usually feed a minimum of 8 people. Here are a couple of the recipes I found: http://www.foodnetwork.com/recipes/Sandra-lee/5-bean-chili-recipe/index.html and http://www.myrecipes.com/recipe/three-bean-chili-with-vegetables-10000001536782/.
Have you tried contacting Hormel to see if you can obtain some of their Stagg chili in bulk? It tastes great and would be a good chili to feed that many people. If you can get enough people to help, you could also choose one chili recipe (www.famouschilirecipes.com is a good place to look) and have people prepare a double batch of it and bring it to the function. Hope this helps.

What is a "people quart"
Well, honey, it really depends on how much those people love their beans. On average, a serving of baked beans is about half a cup, so you could potentially feed around 28 people with 7 lbs of beans. But let's be real, some folks might go back for seconds or thirds, so maybe invite a few less just in case.
OK if your dog eats chili don't freak out. Now if your dog eats spicy chili take him/her to the vet as fast as you can because it is very toxic to dogs. If your dog as just non-spicy chili that's OK because the least of your worry's is out of the picture all it will have is probably diarrhea. Trust me my dog has gone through it twice.
