You should never put any medication in a fish tank that isn't specifically for fish.
Typically any fish that is lethargic at the bottom of a tank means that there is a water quality issue in the tank and the water should be tested immediately for ammonia, nitrites and nitrates; in addition, the PH should be checked to ensure that it's not too low or crashing which will also cause fish to appear ill.
Once again, never, ever put non-aquatic medication in a fish tank.
It is important to remember to put things in a goldfish tank, even goldfish get bored. Some of my suggestions for tank decor are artificial plants and a "hidey hole" for your goldfish.

I really would not put the tadpoles in with the goldfish...the goldfish will most likely eat them all. It depends on the goldfish size, but eventually they will try to eat the tadpoles whether they suceed or not. :/
