I would clip only one wing, otherwise if you clip both then they can still fly.The object is to clip one wing to make them off balance.

Does clipping wings have anything to do with chickens stop laying eggs?

Clipping a chicken's wings has nothing to do with the hen's egg laying ability. The only thing wing clipping does is to keep a light weight hen inside the fence or out of the trees where they love to roost. Light weight chickens cannot fly, in the traditional sense of flying, but they can, and will, jump to the top of the gates/fences and the lower limbs of trees.

How do you keep chickens penned in?

Most chickens do not need more than a six to eight foot high fenced area. Many breeds have no desire to fly at all but others like Araucana chickens can fly well, even as well fed adults. If escape or protection is a factor then you might consider clipping the flight feathers of your birds. This does not hurt them and will force them to remain grounded. This will have to be done again after each molt.
