Yes. It not only provides water circulation and oxygen but houses essential bacteria that keeps your water quality healthy. As soon as it's turned off, that bacteria starts to die. The only time you turn it off is when you're doing you're weekly partial water change.

Most of them pump air into the tank so that the fish can breathe better. You should get one if you have a bamboo shrimp, I know from expirience. The usefull thing an air pump can do is to drive a filter which is designed to remove the poisons that occur in every fish tank. Simply using it to blow bubbles is a waste.

Technically, the "air pump" is not necessary at all; oxygen does not get into the water from the bubbles. What the bubbles really do is cause the water to circulate, bringing water up from the bottom of the tank to the top of the tank where it can pick up oxygen from the air. Any other method of circulating the water in the tank would work just as well.
Maybe its because the air taken in from the air pump is toxic to fish. Try not to spray or use chemicals such as air fresheners, detergent etc near the pump. Hope this helps.

A goldfish does not need an airpump, it needs 3 stage filtration and good water movement from something such as a box filter and/or power heads. A goldfish, however, is not suited for a 5 gallon tank. 10 gallons per goldfish is the recommended minimum, as they grow very large and require more oxygen than almost any other fish. I would recommend something smaller such as rosy minnows, guppies, or if you get a heater, small tropical fish like tetras. ALL fish however, need filtration, not just an air pump.
