You can reduce the taste of ground cloves in Chili by increasing some of the other ingredients that you have used. Adding more tomatoes, and onions will decrease the flavor of cloves.
To substitute ground cloves for whole cloves in recipes, use about 1/4 teaspoon of ground cloves for every whole clove called for, as ground cloves are more concentrated in flavor. Keep in mind that the texture will differ, so if the whole cloves are meant to be removed later, it's best to use ground cloves instead. Adjust the amount to taste, as the intensity of spices can vary.
Chili powder is ground chilis. A Southwest Rub will have ground chilis, but also pepper, salt and various other spices. You could use it but the taste will not be the same as chili powdre.

Stir in vinegar to bring out the flavor of the spices just before serving.
I would start by not cooking burt into the chili in the first place.
