If the cocoa butter begins to go rancid then off flavors will appear and the candy should be thrown out (it won't make you sick, it is just unpleasant to eat).
Personally I have eaten chocolate candy much older than 12 months and had turned nearly completely white that still tasted perfectly fine (although by then there are typically very strong rancid flavors).
