Oats thrive in cool, temperate climates, ideally with temperatures ranging from 60°F to 75°F (15°C to 24°C) during the growing season. They require well-drained soil and benefit from moderate rainfall, ideally between 20 to 40 inches annually. Oats are resilient to cooler conditions, making them suitable for early spring planting in many regions. However, they can suffer in extreme heat or drought conditions.

Maybe, but it would depend on where you are. Rice is grown in temperate climates and needs a great deal of water ( it is planted in water). Potatoes are a tuber and grown in cooler climates and don't require as much water. If you were in an area that met the needs of both and kept them in different areas I suppose you could grow them on the same farm.
