It cost more to get a turtle all set up, but then they do not need a lot. They will need food, but they do not eat a lot. They do not use bedding or anything, just rocks and water.
Hamsters are cheaper to buy, but then they have to be kept up. They need new bedding and food pretty regular.

Do you know what turtle isn't expensive, a red ear trappin!
No, that could hurt turtle.
Teddy bear
As in the animals that are played? (duck, turtle, and hamster) yes. As in animated, no.
The hamster by itself isn't alot at all. I got my hamster for $14 (about £9), but the cages and things needed for it are usually quite a bit more expensive than the hamster. It doesnt really cost alot to raise them either, just getting all the equipment at the start.

Hamster
A very large turtle would be capable of eating a hamster. If the turtle is too small, the animals would just injure each other. I am sure you would not want this, as it would just be cruel. However, by the time they get to the size to have the ability, they tend to become more vegetarian. The older a turtle gets, the less meat it will have in its diet.
