I believe it is perfectly fine, especially when the fish origionally has a shy nature. It is probably afraid of you. You might want to put in some aquarium plants or things like that so it can hide in those.

If the end they are huddling at is a different temp than the rest of the tank, that may have something to do with it, too. Check that out. Also, if there is something in the tank that is harassing them, they may be trying to avoid it.
