A "wet cake" as a specific desert is a type of cake from Argentina (Torta Morjada) and other Latin American countries in which a cake is soaked in syrup after cooking. A traditional recipe would call for the cake to be served in a shallow bowl filled with a dulce de leche and/or heavy cream (sometimes with fruit), thereby ensuring the bottom of the cake gets soaked by the syrup and the top remains dry. The cake is then cut and served and additional syrup may be poured on top of the cake as desired. Otherwise, in a general sense, calling a cake wet could indicate that it is undercooked.
The rain will not cause a cake to fall, unless the cake gets wet.
Use a clean toothpick. Insert it into the center of the cake and pull back out. If it comes out with any sign of cake / cake batter, the cake is NOT done. If there is NO sign of cake or batter on the toothpick, it is done. Usually, you try in center and a couple places just out from the center. If you need to check again later, use a new clean toothpick.
If pound cake isn't done all the way it will be wet and unset in the middle of the loaf. Why does this occur
because eggs are kind of wet, by not putting them in a cake the ingredients don't bind together as well :)
Line your cake pan with parchment paper. You can wet the parchment paper for easier handling when lining your cake pan.

To make your own cake mix just combine the dry ingredients from your recipe and put them in an airtight container. Then when you want to make the cake add the wet ingredients and mix and bake.

Moist is a state between dry and wet. For instance, a cake that is slightly moist is nicer to eat than a cake that is very dry.
