Wal-mart does. Most major stores, i.e. Wal-mart and Meijer, sell a small amount of Yu-Gi-Oh! cards. Usually you can find them in the toy section or by the checkout lanes. Keep in mind, Yu-Gi-Oh! is being dominated by Pokemon and Magic right now, so you won't find a bunch. I think Toys R Us sells them, too. If you look carefully enough, you may find old exclusive packages in major stores (as in years old). These might also include older tins, though this is rare. One time I found a bunch of Forbidden Legacy packs (which included Legend of the Blue-Eyes White Dragon, Metal Raiders, and Spell Ruler as well as an exclusive Secret Rare pack). Keep an eye out for these old packs, they may have some rare cards in them.
