No, she cannot. In the past a reigning monarch had some say, via their wills, over who would succeed them. Today in the UK succession is carefully regulated by acts of Parliament, and the monarch cannot countermand the law. If she abdicates, it will be in favor of Charles who is next in line. Elizabeth may have had strong input into the acts as they currently apply. There has been a recent change that eliminates favoring male children (male primogeniture) over females and she probably had some things to say in support of that. Now that the law is set, only another act of Parliament can change the order of succession.

If Charles predeceases Elizabeth and William, then her abdication would result in William becoming king. It appears very unlikely that she will ever abdicate; she has such a long and well respected reign. It is not customary for the British monarch to abdicate in favor of younger heirs as it is with some of the other crowned heads of Europe.
