Can Time Wizard's effect activate when it is attacked eg on the opponent's turn?

It is an Ignition Effect and therefore can only be used in your own turns, in your own main phases.
Its most recent print even includes "during your main phase".

Unless specifically stated otherwise (Royal Oppression, etc), you can only activate the effects of a card you have control of. If 'your' Winged Rhynos is on the opponent's side of the field, then in game terms, it is 'his' monster. He's the only one that can activate the effect.
When you attack Sonic Jammer and flip it face up on your turn does its effect continue through to the next turn even if it is your opponents turn?
yes it would, because when the opponent attacked, it was his turn and the effect carries on until the end of the next turn which would then be your turn. For e.g, if your opponent activated the effect then the effect would end at the end of your end phase. If you activated the effect, then it would end at the end of your opponents end phase.
Will Decoy Dragon's effect activate if it is attacked while it's face down on the field?
No, it triggers in response to the declaration of the attack. If it is face down at this point, then it misses its chance to activate. When it is flipped face-up at the beginning of the Damage Step, it is too late to use its effect.

No, Alector has no effects that can be used in the opponent's turn. His summon effect is something that can only be done in your main phases, and his negation effect is an Ignition Effect so again, can only be done in your turn.
