Yes. Celestial Dragon simply prevents things from being used in response to the special summon, ie, you could not use Torrential Tribute in response. But once this 'window of response' closes, then effects can be activated once again.

The turn player cannot leave the Main Phase unless the opponent agrees to it. That means that if he places Celestial Dragon down on the field and immediately declares an attack with it, the turn has to go back to the main phase if the opponent says he had something he wanted to activate. It can sometimes be tricky for a judge, in cases where players don't declare their intention to change phase, and then a situation arises where one player has declared or revealed something, giving his opponent knowledge of the action, and then the opponent makes the turn go back because he now suddenly wants to activate something based on that 'future' knowledge. But in this case it's easier to handle.

That means that the opponent can technically start as many chains as he wishes, in between Celestial Dragon's summon and response window, and the time when it would be able to declare an attack.

In the card game Yu-Gi-Oh is a Special Summon and Synchro Summon the same thing?

Somewhat, yes. A synchro does not count for you Normal Summon for the turn. This means that you can do multiple Synchro summons in one turn. But if you are implying that a Synchro Summon can be usd for a card effect triggerd by or that needs a special summon, then a Synchro summon will not count. ^That's a bit vague. Synchro Summons will most certainly trigger/count towards effects that look for Special Summons - case in point, Bottomless Trap Hole, which can respond to a Synchro Summon because it is a kind of Special Summon. Special Summon is the default, and then you have special types, like Fusion Summon and Synchro Summon. Anything that looks for a Special Summon, will trigger from any of those. However if it only triggers from a Synchro Summon, then only a Synchro Summon will do, not a regular Special Summon.

If you summon synchro fusionist with the effect of junk synchron then you synchro summon does the effect of synchro fusionist still activate?

Can Icarus Attack destroy Star Eater in Yu-Gi-Oh?

Yes. Star Eater's protective effects are, - Synchro Summon can't be negated, - Synchro Summon can't be responded to, - When it declares an attack, it is unaffected by other card effects until the end of the Damage Step. At any other time, it is vulnerable to Icarus Attack.

Can you summon on the battle phase in Yu-Gi-Oh?

You can activate any quick effect that can summon, during the battle phase. There are also many Triggered effects that would activate here too. But you cannot Normal Summon, or perform Special Summons that aren't resolvable effects, like Synchro Summons or Chaos Sorcerer.

When you use urgent tuning can you send synchro material monsters from your deck to the graveyard?

All Urgent Tuning does is let you perform a Synchro Summon in the battle phase, apart from that, all the regular Synchro Summon rules apply. Synchro Summon components must be face-up on the field - Urgent Tuning does not change this.

Can you synchro summon on your opponent's turn?

Generally, no. Game mechanics only permit a player to Synchro Summon on their own turn. The only exception to this rule is the Urgent Tuning card which can be activated during your opponent's Battle Phase as well as your own .Urgent TuningAttribute: TRAPProperty: NormalActivate only during the Battle Phase. Synchro Summon 1 Synchro Monster. (Send the appropriate Synchro Material Monsters to the Graveyard.)Now you can because since there was a new form of synchro summoning call accel synchro which allows you to summon one when it your opponents' turn at anytime on that turn but you must have the requirements on the field first before doing an accel synchro summon.

Can you use soul exchange to synchro summon?

No, you do not 'tribute' the Synchro Material for a Synchro Summon. They are sent to the graveyard, not tributed. You can tribute an opponents synchro monster for "Assault Mode Activate!" to summon the assault mode monster from your deck.

Can 'Bottomless Trap Hole' stop a Synchro Summon?

Bottomless Trap Hole can be used against a Synchro Summoned monster with appropriate attack, but it's not accurate to say it 'stops' the summon. In game terms, the summon is completed successfully, and cards like Bottomless Trap Hole will be used in response to that successful summon. It means though that Synchro Monsters like Brionac may have already used their effects due to player Priority - if you want to avoid even that happening, you need to negate the summon instead, with a summon negation card.
