Yes you can, but it'll be later on in the game, after you catch Ho-Oh. Then, you can get the silver wing (Talk with the person in pewter city standing on the platform to the right of the poke mart.), go to whirl islands, go to the island on the farthest to the right and on the top (Cave B), enter the cave and and go down the ladder that you find at the top right of the cave (Ladder B). Follow the path to the next ladder (Ladder H) and you will almost be done, One more thing, Lugia will be level 70, and there will be 2 arches, the first one has a rare candy. I would recommend dusks balls to catch Lugia (get from lady at the safari zone who has a butterfree next to her) instead of ultra balls. Hope this helped you.
