lugia can be caught by getting the silverwing. you can get this wing by talking
to the old man in Pewter city in Kanto. he stands near the road to the clefairy cave.(i don't know the route but it should be easy to find). after you get the wing, head back to Johto and go to Olivine city. form there go south of the battle tower until you see the first island. there go around at the right side and use whirlpool.
head through the cave (it's rather easy but i recommend you save before you jump the wrong ledge). at the end, go off the waterfall, through the cave door and you'll find Lugia. SAVE! because if you fail to catch him you could try again.
Lugia is at lvl 60 and knows the moves:
1.Gust
2.Recover
3.Hydro Pump
4.Rain dance.
when you catched it, save to be sure you won't lose the pokemon.
