Nope, you can only use it once. If you try to use Celebi twice for the event, nothing will happen. You will just stand there, just like if you didn't have Celebi.

You do not have to trade Celebi for it; you keep both.To get Zoroark, you must have one of the 3 shiny "dog" event Pokemon, like the shiny Suicune that is being given out free over Nintendo WiFi as a gift. You must transfer either Suicune, Raikou or Entei (only the English shiny event ones work on the English version of the games) over to Black/White using the Relocator, once again. With one of them in your party, you will run into Zoroark for a battle in Lostlorn Forest, but because it's a shapeshifter Pokemon it will appear as either Suicune, Entei or Raikou (the one you run into depends on which one you have with you). Once you capture it, however, you will see that it's a Zoroark.It's true that Zorua will evolve into Zoroark @ lvl.30, however, since you have the opportunity to get both under different circumstances, I would give Zorua an Everstone and keep it a Zorua. The last way is to get Zorua at GTS. This is probably the easiest way, as Zoroark and Zorua are breedable, and there's tons on the GTS. An easy way to get them is to first talk to the girl with the picture in Castelia City, and then put up a version exclusive Pokemon, a starter, Dream World Pokemon or previous gen Pokemon, and those are pretty much guaranteed to be taken in a few hours to a day, sometimes in less than in hour in my case.

You don't need a certain Pokemon in Heartgold or Soulsilver. You only need to have caught one of the two events that took place.I think you may have gotten it confused. You need Celebi in Black and White to get Zorua, but nothing to get Celebi. The same goes for Zoroark on Black and White except you have to get one of the legendary "dogs" (SHINY Entei, Suicune, or Raikou from event) over to B or W.
