Fagin and Bill Sykes are not characters in Oliver Nocturne (by Bill Emerson), they are characters in the classic novel Oliver Twist (by Charles Dickens). In Oliver Twist, Fagin is a thief who provides food, shelter and organization to a group of boys - who he then trains as thieves. Oliver is not usually scared of Fagin because Fagin takes a liking to Oliver. Bill Sykes, on the other hand, is a past trainee/associate of Fagin who is a lot more ruthless.
