There have been two regnant monarchs named "Elizabeth".

Her late Majesty Elizabeth I, Queen of England, never visited Québec (as it did not yet exist).

Her Majesty Elizabeth II, Queen of Canada, has visited Québec on numerous occasions, as a princess in 1951, and as Queen in 1959, 1964, 1967, 1976 and 1987.

If you refer to the non-regnant Queen Elizabeth, consort of His late Majesty George VI, Her late Majesty also visited Québec in 1939 as part of an all-province tour.

Yes, You can meet the Queen but it would be harder to do because you have fewer chances of seeing her. You could meet her if she can to the US or you somehow got to meet her while you were in the UK.
