You must beat the Elite Four and you must see all 150 Pokemon. After you see the 150 Pokemon GO to the professors lab. He will then give you a National Dex and tell you where the Pal Park is. You must find the Pal Park, then save the game there. Then you can migrate! To get the Pokemon you must enter the catching contest after you transfer.
