Costs are paid on activation of the effect.

Continuous Spell Cards must remain face-up on the field for any of their effects to apply, be they something that applies when the Spell Card initially resolves to the field, or reusable activated effects. However. Fire Formation Tensu only has continuous effects. If you chain Mystical Space Typhoon to Tensu's initial activation, there's no 'effect' to stop, as such. You can't claim the extra summon until it resolves to the field. Then after it resolves to the field, it has no effect that Mystical Space Typhoon can chain to. When you normal summon, you just say Tensu's doing it, the opponent has no chance to stop this. He has to get rid of it before you get chance to claim the extra summon.
The player who summoned the Monarch, is the controller of the Effect, even if control of the Monarch switches.Any targetting choices will have already been made, so,Player A summons Zaborg.Chain Link 1 - Zaborg's triggered effect, picking the target on activation.Chain Link 2 - Intercept.Chain Link 2 resolves, control of Zaborg changes.Chain Link 1 resolves, the target is destroyed. However controllership of the effect is important too, when looking at Caius.Player A summons CaiusChain Link 1 - Caius' triggered effect, picking the target on activation (it is a Dark monster he has targetted). Player A controls this effect.Chain Link 2 - Intercept.Chain Link 2 resolves, control of Caius changes. Player B now controls him.Chain Link 1 resolves, Player A still controls the effect, and Player B is the 'opponent' for the purposes of the effect, even though Player B controls the Monarch now. Player B will still therefore take the 1000 damage.

No, it is an Ignition Effect and can only be used in your turn.
No, Stardust Dragon can only stop a spell's destruction effect if the spell destroys something when it initially resolves. It cannot stop the destruction effect if it happens at a later time. That's because in game terms, the 'activation of a spell card' is when you initially place the spell card on the field, or flip it from being face down. Any activation that card might have afterwards is actually an 'activation of the effect of an already-active spell card'. Quite often, 'activation negation' effects can only chain to that initial activation, not the subsequent ones. Therefore, Stardust Dragon can stop Smashing Ground, as that destroys on resolution of its initial activation. But it cannot stop Ancient Forest - Ancient Forest doesn't destroy anything on resolution, and things like Prime Material Dragon and Stardust Dragon can't be used againsts its subsequent destruction effect. Ekibyo Drakmord is the same. Because it doesn't destroy anything when it first resolves, Stardust Dragon can't be used against it. Later, when it uses its destruction effect, this is not the 'activation of the spell card', Stardust Dragon can't be used against it.
Skill Drain will do the following:If a monster activates an effect, and the monster is face-up on the field when that effect resolves, then that effect will be negated. If, when the effect resolves, the monster is not face-up on the field, then the effect will resolve as normal. This happens to monsters who activate and resolve in different zones, monsters tributed for the activation of their own effect, and monsters destroyed, or flipped face-down before their effects can resolve.A monster's continuous effect will be negated until Skill Drain is removed from the field.
Activation effect is the effect of spontaneous reactions that release energy. When reactants mix and produce a series of chemical potential energies, the outcome of the reaction results into an activation effect due to the reactions.
Yes, the effect only works after the effect resolves, so you can activate it in a chain to "Royal Decree". Cards like "Dust Tornado" can even destroy "Royal Decree" as it is chained to "Royal Decree"'s activation. When the chain resolves, "Dust Tornado" will destroy "Royal Decree" and "Royal Decree"'s effect will disappear since it is no longer on the field.
'Negation' can have two different contexts. You can negate a card's activation (meaning the resolution never happens) or just negate the effect (meaning it resolves but does nothing). Solemn Judgment can negate activations, Royal Decree negates resolutions, and also switches off the effects of continuous traps. If you negate the activation or the effect of Normal Traps and Counter Traps, then that means you don't get their effect. If the negation effect destroys them, they will go to the graveyard on destruction, otherwise they will go to the graveyard when the chain finishes resolving. If you negate the activation of a continuous Trap card, then it is unable to remain on the field, and it will go to the graveyard. If you negate the effect of a continuous Trap card, then it will be able to stay on the field, however will do nothing until the negation effect ends. So if it was an active Royal Decree that was negating it, its effects will become active again if Royal Decree leaves the field. This goes for both chaining a negation effect to the activation of the continuous trap, or activating one later on, while the continuous trap is face-up and active.
Mystical Space Typhoon does not actually "negate" a Spell or Trap Card. You can chain any Spell or Trap Card activation with Mystical Space Typhoon, destroying it. The destruction of the card does not negate its effects. However, depending on the type of Spell or Trap card, it can prevent its effect from taking place. Continuous, Equip, and Field Spell Cards are the only Spell cards that will have their effects stopped if they are chained with Mystical Space Typhoon. The same rulings apply to Continuous Trap Cards. As long as you chain to the activation of the Spell or Trap Card with Mystical Space Typhoon and target it, when the chain resolves the Spell or Trap Card's effect will disappear. For example, if your opponent activates the Equip Spell Card Premature Burial and you chain with Mystical Space Typhoon, when the Chain resolves, Premature Burial will be destroyed and the effect will not resolve.Normal and Quick-Play Spells, and Normal Traps will carry out their effects regardless if they are destroyed. If you chain your opponent's Mirror Force or Monster Reborn activation, when the chain resolves, the card will be destroyed, but the effect will still resolve. These rulings apply to any other cards that have similar effects to Mystical Space Typhoon, such as Dust Tornado and Twister.

As long as the lore of the card that destroyed Fissuresays "...negate the activation of...and destroy the card(s)" the effect of Fissure will not resolve because of the key word negate. However, if the lore states "...destroy...spell card..." the effect of Fissure resolves normally. In this case, even though the actual card, Fissure, was destroyed, its effect was still already put into play so it chains as link number one and the chain resolves normally without any cancellations.

The reaction will not occur unless the activation energy is met.
Divine Wrath is a counter trap. When a monster's effect activates (therefore it cannot be used against an effect that does not 'activate') you can chain it by discarding one card. When Divine Wrath resolves, the monster's activation and effect is negated, and the monster is destroyed. The monster does not have to be in hand for Divine Wrath to be used, it can stop them no matter which zone they are in, as long as it is indeed an activated effect.
