The player who summoned the Monarch, is the controller of the Effect, even if control of the Monarch switches.
Any targetting choices will have already been made, so,
Player A summons Zaborg.
Chain Link 1 - Zaborg's triggered effect, picking the target on activation.
Chain Link 2 - Intercept.
Chain Link 2 resolves, control of Zaborg changes.
Chain Link 1 resolves, the target is destroyed.
However controllership of the effect is important too, when looking at Caius.
Player A summons Caius
Chain Link 1 - Caius' triggered effect, picking the target on activation (it is a Dark monster he has targetted). Player A controls this effect.
Chain Link 2 - Intercept.
Chain Link 2 resolves, control of Caius changes. Player B now controls him.
Chain Link 1 resolves, Player A still controls the effect, and Player B is the 'opponent' for the purposes of the effect, even though Player B controls the Monarch now. Player B will still therefore take the 1000 damage.
It has ended up on the forbidden list for Yu-Gi-Oh because it is valuable for duelists who want to control opponents monsters and use them as a sacrifice to summon their higher level monsters. It only costs the duelist 800 life points which is worth gambling because if their opponent controls only 1 monster and it gets targeted by Brain Control then the control of the duel could change and the Brain Control user can attack the life points directly after stealing their opponents only monster. This is why it's forbidden and it is certain it will stay there until the card is not used as much in tournaments.
No, you can only use you're monsters for Scrolls Of The Six Samurai. You can never tribute something you don't control.
Change of Heart is banned because you basically take control of one of your opponents monsters without a cost. Plus, you are able to do whatever you want to do with the monster. It is Brain Control (which is also Banned) without a cost and a much stronger version of Mind Control (which is Limited).
1934 the british monarch has lost no control over the uk. like many monarchs before her she keeps to the crown above politics and agreements with governments. the old civil list played a part in gaining the monarchs silence. the queen has also chosen to comply with the bill of rights act 1689. the queen gets to veto other things other than being able veto, withhold and postpone assent to laws. the queen at times is advised by the prime minister of the day and is said she has to comply with this advice although during my research i have not come across evidence of this.
Unless specifically stated otherwise (Royal Oppression, etc), you can only activate the effects of a card you have control of. If 'your' Winged Rhynos is on the opponent's side of the field, then in game terms, it is 'his' monster. He's the only one that can activate the effect.
