In Pokemon Platinum you can obtain the PokeRadar along with the National Mode for your Pokedex. You can get the PokeRadar when you have seen all 210 Pokemon in the Standard Sinnoh Pokedex. Then, go to Sandgem Town and talk to Professor Rowan and then Professor Oak from the Johto Region will come in and upgrade you Pokedex with the National Mode, then he says he will be in Eterna City for a while. After that, Rowan will give you the PokeRadar, which can locate Pokemon hiding in grass patches. Professor Oak will then leave the Pokemon Research Lab and go to a house in Eterna City. In addition to this piece of information, in Eterna City when you visit Oak he will say that the three legendary bird Pokemon, Articuno, Zapdos and Moltres are roaming Sinnoh. You can locate these Pokemon using the Poketch app Marking Map, Oak will also say that at the end of Route 221, which is south of Sandgem Town, the Pal Park has now opened. Hope this helps you getting your PokeRadar!

You can get the National Mode for your Pokedex when you have seen all 210 Pokemon in the Sinnoh Pokedex. Then, visit Professor Rowan in the Pokemon Research Lab in Sandgem Town, which is north-east from Twinleaf Town and then Professor Oak from the Johto Region will come in. He will upgrade your Pokedex with the National Mode. After this event, Professor Oak will head off to Eterna City and Professor Rowan will gift you with the PokeRadar. Good luck! :]
Trade it while it is holding metal coat. You can only do this when you have obtained or upgraded your pokedex to national mode

i don't know the complete pokedex, so you basically start in twinleaf town and make a journey around the region and catch, battle, and work with Pokemon. when you have seen all the Pokemon the region has to offer, you go to prof. rowan and talk to him. then prof. oak comes and upgrades your pokedex to national mode. that is all i know.
After defeating the Elite 4, Pokemon Champion and seeing every Pokemon there is in Sinnoh go to Professor Rowans lab in Sandgem town. Talk to Rowan and (eventually) you will receive National mode. This also opens up the Pal Park
#197- Latios - you can find it after you beat the elite four.
You can get the PokeRadar when you have seen all 210 Pokemon in the Sinnoh Pokedex, then go to Sandgem Town and go to the Pokemon Research Lab where Professor Rowan will be waiting. He will congratulate you on finishing the Sinnoh Pokedex. After that, Professor Oak from the Johto Region will come in. He will upgrade your Pokedex with the National Mode. When Professor Oak heads off to Eterna City, Rowan will give you the PokeRadar as a gift. Hope this helps! :]
You cannot get all 202 Pokemon just on emerald because there are Pokemon that are only obtainable in either Sapphire or emerald, but when you trade on emerald it will update your pokedex to national mode.
