Depending on where you stay (I stayed at Shades of Green in 2014 which is a Disney Resort) & they provided a shuttle to Universal Studios, but there was only ONE shuttle that left early in the morning (around 10 if I recall) & returned in the evening (around 7). No, actually there is a possibility if you would like to go around the world to get there. Is not the best way to go from Disney to Sea World. The best way to go there is renting a car. It is cheaper than taxis, and you can be more independent. Once renting a car, explorer the area and go to Gatorland. Children love to see the alligator jumping to get their chicken. Also, you can visit Universal Studios, and the go cart place near Universal. It is great for kids.

There is no free shuttle bus that I'm aware of. There is public transportation that can get you there, but it's not free, and you'll have to change buses/trains at least once since the two areas are about 35 miles apart and are served by different transit authorities.
