Yes, it does. It's ridiculous. I had 2 summoned (one with about 8,000atk), and I accidentally activated its effect and sent both back to my hand.
Also note that if you activate *an* effect, and you have no Crystal Beasts in your monster zone, you HAVE to choose the "return cards to your hand" option.
Hamon, Lord of raging thunder is a far better alternative, as long as you don't need a 10,000 atk beatstick.
