The Hunger Games are, most basically, everlasting punishment of the districts for rebelling in the Dark Days, 74 years before the first book takes place. In the Dark Days, all 13 districts rebelled against the Capitol in protest of unfair, biased treatment towards some districts. The Capitol defeated twelve of the districts, and completely obliterated District 13 because it alone had the power to fully destroy all of Panem with nuclear weapons. In most basic terms, the Capitol plucks the citizens' children right out from under them, and nobody can do anything to prevent or fight this because the Capitol is fully capable of extinguishing them just like they did District 13. In the eyes of the Capitol, it was the only way to control the country.

It's significant because the districts are not supposed to be united, the games pit them against one another, and any time a different district wins it means the death of two or your own people. District elevens gift (and salute) serves to show a growth of unity between the districts, and also to show that the districts are no longer content to be slaves.
