hi im jamal you can get mew on ruby by unlocking an event or get a cheating system action replay or i cheat Gameguy100: I hate to break it to you but I seriously doubt anyone would give up their mew. That would be sacreligious. You probably wouldn't if you had one.

It depends on what Pokemon you have when you start. If your favorite starter is a turtwig then just trade the level 90 over to your friend's game...then start a new game and have your friend trade it back to you.
