Suicune will first go to Cianwood city and then to a place just out side mt mortar.first you have to go to a cave in one of the cities.it looks like a building.then you have to walk around and you see 3 Pokemon.then you have to look around the place and have a wild encounter.it could be a suicune,raikou or the Pokemon you been looking for an entei.i suggest you use your pokedex to track entei down and use one of the radio station songs because one of them helps you get wild encounters fast

unfortunately you can't catch all 3 however depending on the starter you chose lets say its bulbasaur then you will find entei, if you chose squirtle you get raikou, and charmander gets you suicune. i don't know about gold and silver but in crystal you catch suicune in a standard battle at the tin tower ant raiku and entei will be in the wild but will always run from you
