it's an acquired skill. you can't actually go and buy some book that says 'how to draw anime' simply because you have to develop your own style. some basics are good to learn maybe, but you just have to keep on drawing and adjusting until you're satisfied with what you can do. I've been drawing for all 13 years of my life, so i CAN say it works. just keep on drawing. =]
but how moki_doki draws the eyes is easy.
first draw a vertical oval. darken it, but leave a teensy white bubble, not super big, just so that you can see it.
then make a curved line on top, like above, don't make it super long.
it'll take a few tries, but you'll get the hang of it.
however, i have no idea how to do the rest.
like the other guy said, make your own style.

Well, anime (Japanese cartoons), was invented for the very same reason why American cartoons were. Simply entertainment. Once the Japanese had the television, the invented anime like how we invented our animated cartoons in the U.S.

It's more of a medium (it's just animation, exactly like how cartoons are - they're both animation) although it does have a style onto itself that derives from Japanese comics.
