this is normal due to the old mold build up in the evaparator corethe fan runs for a short period to dry evaparator core so it will not mold & mildew and cause your Tahoe to smell like a gym bag

I'm having the same problem with my 2003 Tahoe. At first it was just the clicking and within a month the dash vents stopped working. Now it only blows through the defrost vents. From what I have read and heard from a couple of mechanics it is a bad a/c mode door actuator. Dealer charges somewhere between $700 and $1,000. I've read that to do it yourself it requires a special tool.
on your car it is a defalt mode for air to blow out defrost when there is no vacumn from the engine so you should look for a broken vacum line or see if it has come unplugged on the engine.

The air should be comming out of the defroster vents. If so, most likely, it is the vacuum line that controls the vents. It is on top of the engine below the air cleaner, and runs to the front right of the engine. Buy the replacment so you know what your are looking for.

I tried to my self on my 2008 Tahoe since there was a wet rusty smell coming out through the vents, but never found it. I called the dealership and was told it didn't have one I guessed it's just one of the ways GM is cutting back on costs. If you are having the same problem you can take it to a Chevy dealership and have them clean the vents and tubes for about $200. All I did was blow them out with a air compressor then sprayed Lysol in them then blew them out again. It worked, or atleast it doesn't smell anymore.
