You cannot trade Pokemon to Pokemon Colosseum, but you can trade the Lugia you catch to Ruby or Sapphire.

You can get Lugia from playing Pokemon XD and Ho-Oh from playing Pokemon Collesium. Then you can trade them from there to Sapphire and then move them to the Pal Park in Diamond.
No but you can get Lugia in Pokemon Xd just trade it to a GBA Pokemon version like Ruby then trade it to colosseum.
