To get Empoleon there are 2 ways. First, start your game with a piplup. Then train it to a Lvl 36. Then it evolves into an Empoleon. The second way is to see an Empoleon in battle. Then go to Jubilife city. Find the trading station and set a Pokemon up for trade. Also say you want an Empoleon. Then later someone might trade with you! Hope this Helps!
