You can use an escape rope to get out of the cave (or just like any other cave). This will transport you back to the entrance. Then, you do whatever you need to do (fly to another town, surf etc.)

After u beat all the gyms and capture lugia then go to new bark town and use surf on the east side and follow that into kanto. U HAVE to capture lugia though idk why. U go to whirl islands and look at each island until u see this bald guy u talk to him if have the silver wing and he will let u pass. Go to the bottom entrance and the kimono girls will dance for u. Then use surf and go to lugia and battle him use the great ball.

When you deafeat Morty, go to New Bark Town and use Surf and go to the side, there is water.P.S. I love Jigglypuff.The answer above is correct a little but let me explain more. You can go to Kanto when you go to the pokemon League when you leave "New Bark Town" at the west side. There will be water and when you go past it and when you go on the land a man walks up to you and says "Did you know what you just did? You took your first step in Kanto!" Once you beat the Pokemon League and beat them you get a ticket to sail to Kanto (A city) and can continue your journey there. ( Professeur Oak gives you the ticket.)(P.S When you sail after getting Surf it might not let you go to Kanto because there might be rocks in your way, it just MIGHT not let you)Good luck and may all be the best with you :)
