How do you get pokeflute in Pokemon fire red in the tower you can't get above because you can't id the ghost?

To waken the ghost you must have the silph scope from Rocket's hideout in Celadon game corner. Once you have Silph Scope, you can awaken the ghost. Beat the three rockets then Mr. Fuji will give you the pokeflute.
