go to the jail in pyrite town. you will see a shiny object on the table near the south end of the building. use that to open the cells, then talk to the sleeping lady to get the elevator key
Edit: Right, but here's the thing, I'm already past the part with the sleeping lady, I didn't know how to get the jail key, so I skipped it for now. when I came back later, I found the jail key but the sleeping lady was gone and I opened all the doors but I couldn't find an elevator key. :l

First in order to get to The Under in Pokémon Colosseum, you need to defeat Team Cipher which includes its Admin Dakim in Mt. Battle. After defeating him, you'll eventually get an email from Duking of which explains that they caught some suspects and they're in jail so that is your next stop. Head to Pyrite Town and go into the green building. Go through the doors and grab the Jail Key from the table. Next head to the Southern Cell and open it then talk to the person who is sleeping and take the key that is in his pocket. Now head back to the Pyrite Building and use the key to open the elevator that the girl was originally guarding. The elevator will take you down into The Under.

What do you do after beating Venus's in Pokemon Colosseum?
After You beat Cipher Admin Venus and defeating or snagging her Suicune in Pokemon Colosseum for the first time, you have to chase her down. Go to the door on the right or the left. Then Venus will run to the elevator and go down it. If you go to the door on the left, you have to go back then go the door on the right. On the way down the stairs and to the train station, you will fight four Shadow Pokemon. These Pokemon are Gligar, Stantler, Piloswine, and Sneasel, in this order. After you defeat or snag these Pokemon, go into the door with the word "Station" above it. There will be two female Cipher Peons other than Venus when you go into the train station. Venus and the two others will flee into the train. You need the Subway Key to use the train. Grab the Subway Key and go to the left of the train. Use the Subway Key and you will ride the train. You should notice that the music changed. Go out of the train and into the room closest to the train Inside the room are two bad guys guarding a way into the Shadow Pokemon Lab. One of the guys will blow up part of the room. They forgot their key for the entrance into the Shadow Pokemon Lab. Take the key and you're done here. Venus has left The Under and will now be waiting for you in the Realgam Tower, which will be complete later in the game.

(you can also re catch the legendary dogs if you didn't catch them before) then the admins give you some sort of key to get into the place where you enter the colosseum. you need to talk to the body guard (Silva in disguise) in front of the elevator. once you go up you meet Nascour but he goes up the next elevator. then you have to battle the team Snagem leader which is hard. then finally you go up the elevator and win the colosseum and nascour is the last person to beat. by the way you cant heal your Pokemon in between the battles in the colosseum so you better choose your Pokemon wisely.
