yes you have to have a level 100 magikarp with adamant nature and have done the elite 4 10 times then go to the light house and talk to the ampharos then it will say random stuff then go to pallat town and use fly and fly to new bark town and talk to your mum and then she will ask you if you want to make rare candys. you can only make 99 a day send me a email if it don't work it worked for me.
