Technically you summon him in the same way as any other monster. All five pieces are Normal Summonable, or can be Special Summoned by other effects.
But you don't really "summon" Exodia as such. You declare an automatic win when you have all 5 pieces in your hand.

The Winged Dragon of Ra is illegal to summon in a duel but if you were gonna play illegally than Ra would probabaly be easier to summon unless of course your choose the cards in your hand and you wind up with Exodia on your first turn!!! It is a very good question because the winged dragon of Ra is extremely powerful just as Exodia is. However Exodia is pretty much stronger because it is so hard to get the five pieces of exodia in your hand. For example. You are allowed so summon Ra by sacrificing 3 monsters OR without a sacrifice but for Exodia it is very hard because you need to draw the five pieces and when you do get them it will be worth the wait. EXODIA IS BETTER but the bad thing with ra is its attack points are the total of the 2 monsters used to sacrifice for it so if its spacial summoned its completely useless
Exodia's win condition is that all five parts are in your hand, while Exodia Necross' summoning condition is that all five parts are in your graveyard. It's much, much easier to get them all into the graveyard, than it is to have all five in your hand at the same time. So a deck based around Exodia Necross will try to put them there, rather than play to get them all in hand.

Exodia does nothing when summoned to the field, there's no real interaction between him and a god card. He might be able to defeat Ra if its ATK hasn't been boosted, but will probably get crushed by Obelisk.
