In order to trade between Ruby and Colosseum, you must have the Nintendo GameCube Gameboy Advanced Link Cable and you must have beaten the game, the small port of the Link Cable must be in the 2nd Controller Socket for the GameCube or for the Wii since it's compatible with the Wii since the Wii can play GameCube games. After that trading works pretty much the same as any of the other regular Pokémon games like Ruby for example, the only additional requirements is that the compatible Gameboy Advanced game in question (Ruby, Sapphire, Fire Red, Leaf Green or Emerald), you must be in a Pokémon Center and save the game and in Colosseum, you have to go downstairs into the basement of the Pokémon Center. Ruby has no additional requirements along with Sapphire but the other 3 Gameboy Advanced games do.

No you cant catch Latios in Pokemon Colosseum. You can only trade it in from your Ruby or Sapphire game in to the Colosseum game and that's the only way you can get it.
