No this item only works if you actually use it if your Pokemon is holding the revival herb it will not revive when it faints.

Inside the lab go into the last room on the right and speak to the scientist by the machine and give him your fossil and he will make it come to life however it will take awhile he asks you to walk awhile so leave the lab and enter it again and speak with him once more and he will give you the revived pokemon.
