There is a lab on Cinnibar Island which has a machine that can revive the fossils. To reach the island you must have Surf and the Soul Badge from Fuchsia City's gym and once you have both items go to Pallet Town and surf on the water below and keep going down until you reach the island. Once on the island locate the Pokemon Center and directly to the left is the lab where you can bring your fossils. Inside the lab go into the last room on the right and speak to the scientist by the machine and give him your fossil and he will make it come to life however it will take awhile he asks you to walk awhile so leave the lab and enter it again and speak with him once more and he will give you the revived pokemon.
