If you tribute Fortune Lady Light to summon a monster does its effect still activate?

If you mean her effect that special summons a Fortune Lady, this only activates when she is removed from the field 'by an effect'. Offering her as tribute for any kind of cost, will not let her activate.

If the face-down monster is tributed, then no, any Flip Effects it has will not activate. Under normal conditions therefore, you should flip the monster first, allow the effect to activate/resolve, then tribute the monster for whatever. But you are out of luck if your face-down Flip Effect monster is tributed by the opponent using Soul Exchange, for example. Because it never 'Flips' (even though it goes to the graveyard face up) the effect will not activate.

Yes, and no, in a way. Cannon Soldier's effect is not once per turn, so you are allowed to activate it once, let it resolve, then activate it again. However it's still an Ignition Effect, and you can only tribute one monster per activation. So you can't activate it once and chain a second activation, or tribute two monsters as one single activation. The second activation has to come after the first has resolved.
