You activate it if it meets its activation condition, which is to destroy an opponent's monster by battle that turn. So if the opponent attacked it, and you boosted the ATK of Jurrac Dino, making it destroy the attacker, then the condition is met.
He can do anything to them, that he could do with his regular monsters, apart from tribute them for a tribute summon. He can use them as Synchro Material, or tribute them for other costs. Of course, he cannot voluntarily choose to destroy them, only destroy them by an effect.
Yes. Absolute Zero destroys cards on the opponent's side of the field, so would be trying to destroy, at the very least, the Stardust Dragon in question. It can therefore be tributed to negate the effect, but won't apply a destruction effect to Absolute Zero since he is already in the graveyard.
Your opponent gets the effect.
Yes. Stardust Dragon itself is a monster, there is no requirement for the opponent's destruction effect to try to destroy an 'other' monster, just one that tries to destroy Stardust Dragon itself will do.
If an opponent activates a card effect from their hand, "Majestic Star Dragon" can negate and destroy it. There does not appear to be a ruling on Chaos Burst, however, Guard Minesis very similar to this card. The effect of this Normal Trap reads, "Activate only when a card is activated with an effect that would target and destroy 1 monster you control. Negate the effect and destroy that card. Then inflict 500 damage to your opponent." An official ruling for this card stated the following: You can Chain Guard Mines to a card that will resolve in the Graveyard, like Exiled Force. If you do, the effect of the card will be negated, but since it cannot be destroyed no damage will be inflicted.Since Chaos Bursthas wording and an effect that's very close to Guard Mines, it looks like no damage will be inflicted to your opponent if Chaos Burstfails to destroy a monster for whatever reason. Also to note is that you will still have to tribute a monster to activate the effect of Chaos Bursteven if it fails to destroy a monster.
