Yes, as long as the card doesn't state otherwise you can use an Effect Monster's effect and attack on the same turn. You can even attack with an Effect Monster first and use its effect on your Main Phase 2; if the effect permits it.
Some Effect Monsters do not let you use its effect and attack on the same turn, such as Chaos Sorcerer and Enishi, Shien's Chancellor.
Yes. Unless, the card lore specifically states otherwise, you can. There may be some cards that forbid this action such as Chaos Sorcerer.

∙ 14y agoYou're allowed to special summon monsters from deck by appropriate effects, like Mystic Tomato, or Pyramid Turtle, but with things like Judgment Dragon, you can't just get them from deck and summon them if the summon conditions are right, you have to have drawn it into your hand first.

∙ 14y agoCurrently, no. All cards from your Extra Deck are basically never in your Deck or Hand. Whenever an effect attempts to put a Synchro or a Fusion monster in your Hand or Deck, it is always placed back into the Extra Deck.

I don't see why not. Even though you can't attack on the first turn, that's not quite the same as saying monsters can't be given additional attacks. For example even if you use Gray Wing's effect on a different turn, you aren't obliged to use the additional attack if you don't want to. Gray Wing's effect is resolving to full effect, it just won't be able to do anything with it.
On yugioh gx tag force 2 it says toon monsters cant be attacked in the tutorial but in the same game it allows them to be attacked What is going on?
It's probably a mix-up with the anime effect. In the card games, Toon Monsters have no protection against being attacked.

Yes the ultimate tyranno must attack all the opponents monster considered legal targets. This will consume all the monsters attack power for that turn so the attack cannot be directed to the player's life in the same turn.

Yes, of course. There's no reason to think he can only attack monsters that were present at the beginning of the battle phase, or before his first attack is declared. If monsters are summoned during the same battle phase, by any effect, he may attack them.

Assuming both monsters survive the first attack, yes, Cyber Twin Dragon can declare its second attack against the same monster. So if the opponent had an attack position Spirit Reaper, you could attack it twice. It would not die, but the opponent would take battle damage to his lifepoints twice.
