Kyogre because Kyogre is Water and Groudon is ground, which is weak to water.
Kyogre would beat Groudon if they were in a fight since water is super effective on ground.

This Groudon is quite tricky. Especially if your an electric or fire type Pokemon. I think he has a HP of 500. Grass or Water type moves would be best. If not, bring X- eye seeds, (cross-eyed seed) Reviver seeds, Max elixirs and Oran Berry's. Orbs don't work in a boss battle. By the way, that is not Groudon. It depends. In double battles, Kyogre can be used more effectively because of its everlasting rain, special sweeping ability, and typing. However, in single battles, Rayquaza is about equal with Kyogre due to its excellent mixed attacking stats. Overall, Kyogre is far better than Rayquaza due to its superior ability, typing, and movepool.

No.You have to trade from Pokemon Ruby or Pokemon Sapphire, except if you have Pokemon Emerald.Then after you beat the Elite 4, talk to the Weather Institute Owner,He will tell you a route,Head to the route and there will be a cave,It would be either Terra Cave or Marine Cave,Inside if Terra Cave,There will be Groudon,If Marine Cave,There will be Kyogre.
It all depends on the level or moves but i would probably pick groudon because he can learn electric moves like thunder or thunderbolt, and ho oh is fire AND flying so groudon would probably win.

groudon is going upto train groudon easier you should put him in the front of you're party and bring him out to battle first and it would be even better to go and battle the Pokemon league, because there you will see high level Pokemon so you're groudon will gaen a lot of e.p. points.
Well, first off you can not capture Kyogre in Pokemon SoulSilver, only Groudon. The only way you can get Kyogre in Pokemon SoulSilver is by trading. However if you had Pokemon HeartGold you would have to first obtain the Blue Orb from Mr. Pokemon. But to do this you must have: -Obtained the National Dex -Defeated Red on Mt. Silver -Obtained a starter from Professor Oak Next you would need to take the Blue Orb to a cave in Route 47 called The Embedded Tower. You would then have to make your way through the cave to find Kyogre at the end at Lv 50. It is the same process for getting Groudon in Pokemon SoulSilver except instead of the Blue Orb you would get the Red Orb.

Once you get Kyogre and Groudon, you can go to Mr. Pokemon and he'll give you the Jade Orb and go to Embedded Tower and Rayquaza would be there.
The only way besides using a cheating device (eg. gameshark), would be to save just before initiating a battle with said Pokemon and keep battling it and resetting until you encounter it as a shiny (this would only work with Pokemon you walk up to to start a battle, like Kyogre or Groudon). The chances of a Pokemon being shiny are one in 8192, so you may be there a while. Good luck, you'll need it.
