Digimon from the Xros Wars era don't have levels, so comparing their power to any leveled Digimon is wrong by default. And even if he had a level it would still be difficult to measure his power because he was barely shown doing any fighting. From what we could see from him he is not very impressive, what is not surprising considering he is not a fully matured Digimon from Xros Wars standards, just a kid.
No, you cannot. I think that Digimon have to be at the same level (Champion, Ultimate, etc) to DNA Digivolve. However, if you have a DNA Digivolved digimon, get one of the digimon you digivolved it with (Like for Silphymon, Aquilamon or Gatomon) and if you DNA Digivolve, it should result in their rookie forms.
Coelamon cannot digivolve further since while it is a Champion level Digimon, it does not have a Ultimate Form or a Mega Form at the moment as of November 23, 2014 however one fan believes that SkullScorpiomon would be a good option for Coelamon's Ultimate level Digimon form.
Patamon Of course, Patamon refers to TK's digimon in Rookie form. The forms of TK's digimon includes: Fresh/Baby form: Poyomon In-Training: Tokomon (this is the form first encountered by TK) Rookie: Patamon Champion: Angemon Ultimate: MagnaAngemon Mega: Seraphimon Armor Digivolution: Pegasusmon DNA Digivolution: Shakkoumon
Yes, most of them are equal in strength to Champion level Digimon. There are a few exceptions like Magnamon and Rapidmon (Armor), but the majority are indeed like Champions.

I can't think of any mega level armour digimon. They are usually considered to be champion equivalents, though some, like Magnamon, are equivalent to an ultimate.
Agumon is a Rookie-level Digimon that first appears as Tai's partner Digimon in the first Digimon season, Agumon eventually gains the ability to digivolve to his champion form of Greymon and then to his Ultimate form of MetalGreymon and then to his Mega form of WarGreymon. The next main Agumon appears in Digimon Data Squad as a main partner to Marcus, Marcus' Agumon eventually gains the ability to digivolve to his Champion form of GeoGreymon and then to his Ultimate form of RizeGreymon and then finally his Mega form of ShineGreymon.
Baby Rookie Champion Ultimate Mega: Mega Burst and Ruin.Ruin is the strongest but no one can control it

The digivolutions for Kudamon from Digimon Data Squad would include his Champion form of Reppamn, his Ultimate form of Chirinmon and his Mega form also known as a Royal Knight of Kentaurosmon.

Vemmon is one of these Digimon with no official level, the same stands for all its other forms. That happens because he is an artificial Digimon species and its means of evolution are rather unusual, it was created to assimilate his data with other pieces with technology, so that means the power of any of his evolutions varies depending on the type of technology he is going to fuse with. Regardless of the absense of levels, cutscnes from Digimon World 3 implies Destromon is powerful enough to be a threat to Megas.
